SALARY : *Ordinarily Resident (OR) : CFA 28,161,841. a. (Starting Salary)

BASIC FUNCTION OF POSITION :
Global Health Security Agenda (GHSA) disease surveillance portfolio manager responsible for providing technical expertise and assistance to the Ministry of Health (MOH) and other partners in design, implementation and strengthening of routine disease surveillance systems and large, complex surveys to measure prevalence of emerging infectious diseases and other indicators to evaluate the impact of disease control programs. Plays active leadership role in strategic information working groups and technical groups. Position requires technical knowledge, results oriented data analysis skills, ability to facilitate communication and maintain collaborations with partner organizations.
QUALIFICATIONS REQUIRED :
1. EDUCATION : Doctoral level (terminal) degree (Doctor of Public Health (DrPH), Doctor of Medicine (MD) or host country equivalent degree in medicine, public health, public health policy, epidemiology, demography, or behavioral science is required.
2. EXPERIENCE : Five years of mid- to senior-level public health experience in the management and development of epidemiological surveillance and/or large-scale surveys of emerging infectious diseases prevention, treatment, or care programs are required. One additional year of experience at the managerial level is required
3. LANGUAGE : English (fluency – speaking/reading/writing) is required.
French (fluency-speaking/reading/writing) is required. This may be tested

4. SKILLS AND ABILITIES : Skill requirements include : (1) analytical skills to assess surveillance program/systems design, management, implementation and evaluation approaches including use of reliable and valid instruments, and methods for data collection, analysis and reports ; (2) management skills to operate independently and lead results-driven project teams/workgroups ; (3) oral and written communication with key internal and external partners ; (3) Computer skills, at least one epidemiologic data analysis software. These may be tested.
5. JOB KNOWLEDGE : Requirements include detailed knowledge of : (1) research methods ; collection, analysis, and presentation of public health data as a tool to plan, design, and direct the implementation of surveillance and response activities-including knowledge of internationally recognized standards for surveillance. (2) Host country public health systems, structures, policies, priorities, and regulations, and (3) overall administrative requirements to support grants, contracts, MoUs etc.
